Econometrics & Policy - Business Analyst

Purpose of the role

The Futures team is a new one within Innovate UK KTN (referred to as KTN for the rest of this advert, to save space!) Its remit is to:

  • make the case for policy and funding interventions in nascent, but high potential markets and to drive a positive policy environment for innovation
  • analyse a range of internal and external data/evidence to inform new areas of future activity for KTN and for other organisations
  • publish actionable insights for business, building KTN’s reputation as an organisation that understands business innovation theory and practice

To do this, we are recruiting a team of analysts focused on 1) influencing public policy and 2) analysing emerging market/econometric data and insights from our KTN sector teams and elsewhere to pro-actively generate evidence and recommendations to shape major new areas of work.

The role of Business Analyst – Econometrics and Policy, will be to analyse a wide variety of industrial and economic data and transform these into credible evidence to help shape future programme and policy initiatives – both for KTN and others. The role will be essential in validating KTN’s policy recommendations, through the provision of external evidence and data to augment our own insights from our engagement with businesses.

On a day-to-day basis, you will be proactively analysing relevant industry and economic trends – especially statistical data emerging from Govt and trade bodies – to help inform our thinking. You will also act as an internal advisor to KTN colleagues in setting up new activities, providing information to build business cases for new areas of work.

When KTN undertakes primary research, you will work with colleagues (and clients) to scope and design surveys to achieve its objectives.

As an externally facing unit, KTN Futures will develop at least 1 core, market-leading innovation intelligence product within its first 12 months, to build our recognition as a trusted organisation. This will help businesses and policymakers to understand emerging innovation to prepare for future markets.

Your team will be producing evidence and insight to support new potential areas of KTN activity, as well as making the case to develop new interventions where connecting innovators for positive change will generate positive economic, societal and environmental impact.

You will also work closely with other colleagues in our Reach and Engagement team to effectively communicate our recommendations and policy outputs.

You will be expected to promote KTN Futures externally and work with other, like-minded organisations to effect policy change.

Role and Responsibilities:

  • Define, scope and harvest a wide range of internal and external data sets relevant to KTN’s vision and purpose
  • Collate, analyse and interpret this data to help shape the priorities of KTN and other organisations, including policy recommendations
  • Preparation of reports and presentations of results
  • Provide technical support and capability in the design and production of a coherent portfolio of data insights/ assets for KTN
  • Scope and develop any primary research required to collect data from KTN’s networks
  • Identify patterns and trends in (statistical) data to inform evidence-based decision-making within KTN and for KTN’s clients
  • Identifying areas for policy/programme recommendations
  • Deliver key aspects of KTN’s Company Plan
  • Work closely with KTN’s Executive team to provide data, intelligence and recommendations on important emerging areas of innovation


Experience and Qualifications

  • A relevant degree, post-graduate qualification in business-related topic is preferred
  • A strong general understanding of the UK political and policy environment, especially around innovation and industrial strategy
  • Evidence of providing recommendations for better (innovation) policymaking
  • Evidence of aggregation of data to drive decision-making and supporting large-scale business cases
  • Experience of developing and managing the production of data-driven research (including managing external contractors) including concise research reports, briefings and consultation responses, with an eye for detail and accuracy
  • Experience of analysing and interrogating statistics and complex data sets, including interpreting quantitative and qualitative data
  • Experience of high performance within a small team
  • Product development processes desirable
  • A track record of commercial business development to generate client work (especially from the public sector)
  • Experience and aptitude in business and public-sector stakeholder engagement at all levels, with a good professional profile and network


  • A highly motivated, self-starting and results oriented individual with a strong desire to deliver economic, societal, and environmental impacts through innovation
  • A good communicator with well-developed written and verbal skills, able to translate complex topics for broad audiences, including both business and policymakers
  • Highly numerate and analytical, with the ability to use relevant software/statistical tools
  • Excellent organisation, prioritisation, and project management skills
  • Able to interact with and understand the needs and capabilities with stakeholders across a range of technical and/or industrial disciplines
  • Disciplined, reliable and adaptable with time management ability to deliver autonomously within an effective team in a fast-paced environment


  • This role has a salary between £38,000 and £50,000 pa.
