Strategic Portfolio Office (SPO)

The SPO’s vision is to empower impactful positive change through effective, consistent and valued project and portfolio management practices. We collaborate across IUK KTN teams to support and deliver effective project and portfolio management expertise, tools and processes in order to achieve our strategic goals.

SPO Objectives

  • Working closely with KTN’s Executive team, Finance and other colleagues, SPO will establish and run effective business planning processes for KTN Limited (KTN company plan, approval and de-commissioning processes in accordance with our strategy)
  • Establish, maintain and evolve KTN programme management processes to enable an effective, high-quality organisation
  • Provide dedicated, professional project managers to priority KTN projects (defined below), to enable successful delivery, risk reduction and effective resource utilisation
  • Project manage selected KTN strategic programmes to maximise outcomes and impact
  • Provide support, training and best practice across the organisation regarding project management approaches and associated systems / tools, enriching our staff and empowering teams to deliver successful projects
  • Delivery reporting at portfolio, programme and project level
  • Overseeing the project closure process, to improve quality and client feedback

Purpose of the Role

The job purpose is i) leading aspects of delivery of the Strategic Portfolio Office function across the organisation and ii) delivering high quality complex projects on behalf of the organisation.

The role will be based in our Strategic Development Directorate and will work with all directorates across KTN. The role encompasses:

  • Leading development and delivery of IUK KTN’s Strategic Portfolio Office services in order to tangibly increase IUK KTN’s maturity in project and business management practices and project delivery. Requires strong leadership skills, change management and ability to manage and resolve inherent cross organisation complexities.
  • Acting as ‘Product Owner’ for our internal Project Management software tool (Keto);
  • Project management of IUK KTN’s most complex or high risk projects, motivating and leading cross functional project teams to enable successful delivery, risk reduction and effective resource utilisation. Responsible for project budget management, procuring and managing external contractors / suppliers and may occasionally involve line management responsibility.
  • Scoping and development of project proposals and plans for both internal purposes and in regard to KTN’s business diversification activities, including providing expert advice to colleagues.

The role will suit an individual who enjoys delivering a varied portfolio of projects, often being deployed at short notice to provide the necessary expertise to shape, drive and deliver projects – these could be internal projects to design and implement new processes in support of SPO objectives or working with externally facing KTN teams to enable successful delivery of projects through application of project management expertise. The balance of the role between externally facing project management and delivery of aspects of the SPO function will vary.

The individual may be involved in several projects simultaneously or deployed for a period of up to six months or more on a single project. As such there is the opportunity to gain significant experience in a large variety of activities across IUK KTN.

Roles & Responsibilities

Leading development and delivery of IUK KTN’s Strategic Portfolio Office services in order to tangibly increase IUK KTN’s maturity in project and business management practices and project delivery.

Requires strong leadership skills, change management and ability to manage and resolve inherent cross organisation complexities.

  • Acting as ‘Product Owner’ for our internal Project Management software tool (Keto)
  • Leading work streams of the SPO roadmap for increasing IUK KTN’s project and business management maturity
  • Collaborating with colleagues across the organisation to design, test and implement new processes and SPO services across the organisation;
  • Establishing and maintaining governance arrangements for the delivery of projects and/or programmes defining clear roles, responsibilities and accountabilities that align with organisational practice;
  • Developing, maintaining and applying quality management processes for project and/or programme and/or portfolio activities and outputs;
  • Procuring and managing external contractors required for delivery;
  • Developing and providing guidance relating to IUK KTN project management procedures, tools and processes;
  • Coaching and mentoring of colleagues in application of project management methodologies and tools;
  • Contributing to the development of KTN’s project management toolset;
  • Ensure programme and project goals are identified – and met – in areas including client satisfaction, quality, and team member performance;
  • Providing support to less experienced project managers across the organisation;
  • Championing KTN’s project management procedure and other related quality policies and procedures to colleagues across the organisation.

Project management of IUK KTN’s most complex or high risk projects, motivating and leading cross functional project teams to enable successful delivery, risk reduction and effective resource utilisation. Responsible for project budget management, procuring and managing external contractors / suppliers and may occasionally involve line management responsibility.

  • Developing trusting relationships with senior external clients, IUK KTN ‘Heads Of’, IUK KTN sector experts and wider delivery teams;
  • Taking responsibility for the planning and implementation of IUK KTN’s most complex projects through negotiating resources with IUK KTN Heads of team, budgeting, forecasting and managing risk;
  • Procuring and managing external contractors required for project delivery;
  • Developing and implementing effective communication with multiple project stakeholders, reporting on progress to senior management, clients and IUK KTN Board as required;
  • Proactively monitoring progress ensuring project outputs are delivered on time, resolving issues and initiating appropriate corrective action;
  • Implementing processes to capture and communicate project KPIs and impacts in line with IUK KTN goals for impact measurement and / or Client requirements
  • Ensuring IUK KTN’s policies and procedures are adhered to.
  • Scoping and development of project proposals and plans for both internal purposes and in regard to KTN’s business diversification activities, including providing expert advice to colleagues.
  • Working with colleagues to prepare high quality proposals to secure income from a range of organisations with appropriate level of detail to ensure successful delivery.
  • Provide expert support to colleagues across KTN in the preparation of their project plans and proposals.

Requirements

Qualifications

  • Degree level or demonstrable equivalent experience in a relevant field
  • Project Management qualification (e.g. APM Project Fundamentals) desirable

Experience

  • Minimum 5 years demonstrable experience of managing complex projects or programmes to challenging timeframes in business environments that span a range of functions including R&D, innovation and business development and growth
  • Experience of developing and implementing new Project Management Office function(s) within a business environment
  • Experienced in change management
  • Demonstrable financial and budget responsibility for projects and programmes
  • Demonstrated experience in engagement and communication with senior level stakeholders, with a good profile and personal network in the innovation landscape.
  • Managing remote project / programme delivery teams
  • Understanding of public funding programmes and/or private finance

Skills

  • Demonstrable project management skillset across the full project management lifecycle from project inception to closure
  • Results orientated and demonstrated delivery capability including for complex, multi disciplinary projects.
  • Demonstrated analytical thinking and exemplary attention to detail.
  • Excellent time management, facilitation and organisational skills
  • Strong interpersonal skills and the ability to communicate confidently and build effective relationships
  • Team player with excellent relationship building and influencing skills; enjoys working in a collaborative manner in an open, honest, and diverse environment
  • Ability to communicate complex ideas clearly and persuasively across multi-disciplinary teams and stakeholders, explaining complicated matters simply
  • High level of IT literacy. Advanced Excel skills an advantage

  • Strong leadership capability with the ability to motivate and inspire others and to collaborate internally and externally
  • Ability to look continuously for opportunities for improvement and to develop strategies for change to influence and shape the future direction of the business
